As a third-person open-world game, Vice City is arcade-style and the missions have a good mix of tasks. World-building is very important in how you do each mission. Some places can be entered, some can be used to land helicopters, and some can be bought, giving you more missions and gifts. There are lots of guns and cars too, Tommy still can’t swim but he can use a boat and fly planes.

It’s a long journey to find out who took the boss’s cash and pay them back, Tommy needs to make new buddies and earn some extra money for his work, for his new company. The story makes you feel like it’s a big plan slowly coming out. The missions are silly, funny, and crazy, and doing them is fun. To catch the bad guy you need to get your hands dirty: drive cabs, join the war between Cubans and Haitians, make friends with a Scottish music band called Love Fist, smash up the mall for money, destroy a building to drop land prices, join a biker team, run a movie business, rob a bank, and much more.

As a joke version of 1980s Miami, Rockstar North has done a great job building a real-feeling city with bright neon houses, poor Cuban and Haitian areas, and super-rich places with big homes, golf fields, boat docks, yachts and everything. Even if the game is old, the people’s moves still look good, with hand and body signs helping tell the story, cars are well made and the city around them still looks nice.
